Eli and Seth are twin 16-year-olds whose personalities couldn't be more different. The bully, Seth, glories in his chosen military path that will eventually lead him to power in the conservative society of the Keys. Unsure of his future, kind and reserved Eli finds himself repulsed by his father and his brother and drawn to his caring mother.

After his father's complicity in a terrible accident is revealed to Eli, he strikes out into the dreaded Droughtland to find his mother's people and to escape Seth's wrath. Not quite everything he finds there is horrifying - but close to it. In this fast paced, electrifying battle for control over water, gripping characters try to come to terms with the best way to organize societies in order to ensure survival.
